He chose Abel's sacrifice over Cain's. He chose Jacob over Esau. He chose Abram and Saul and Saul/Paul and Mary .. over everybody else. I know what the Westminster Confession says but I don't agree He chooses some for eternal damnation. We're all doomed to that; He chooses some for salvation. Kind of like the old "Millionaire" TV program .. the guy that got the million got it because he was chosen for it. The guy next door who remained poor, stayed poor because he already was.
